All government entities must use the Master Media Scheme media panel for media strategy, planning, buying, booking and management services for all brand and functional media advertising, as part of complying with the Whole of government communications, branding and advertising (PDF, 308.3 KB) Premier and Cabinet circular.
The media panel is made up of two agencies – Wavemaker and Carat Adelaide.

Functional advertising provides simple, short-term, specific information with minimal creative content., e.g. recruitment, public health and safety notices, legal notices etc.

Procurements more than $55,000 exc GST
A Media panel secondary procurement simple purchase recommendation (DOCX, 236.3 KB) can be used for procurements valued at more than $55,000 exc GST, to help evaluate proposals received from agencies and to seek internal approvals, before appointing the preferred media agency.
Once this process is completed, use the Media panel secondary Procurement Customer Order (DOCX, 184.5 KB) to accept a quote and confirm deliverables with the appointed media agency.
