The Emergency Management Council (EMC), chaired by the Premier, provides strategic oversight of South Australia's security and emergency management arrangements, and executive leadership during a significant security event or natural disaster.

The ongoing function of EMC is to consider proposals or issues that may have an impact on South Australia’s security and emergency management arrangements, examine emerging issues, provide input into national forums, and participate in exercises to practice decision-making in the event of a potential security or natural disaster emergency.

During an actual security event or natural disaster, EMC will make executive government decisions in relation to public messaging, prioritising the allocation of government resources, and appointing Duty Ministers (time limited ministerial appointments to oversee emergency coordination and demonstrate support for affected communities).
