Data Asset Committees

Data held by State Government is a valuable asset. South Australians expect their data to be used to provide better services in a coordinated way and express frustration when being asked to provide details multiple times across difference agencies and organisations.

A more whole-of-government approach to data governance is needed in recognition of the ever-growing complexity of data in the digital age.

The State Data Asset Committees have been established to provide strategic oversight from value, ethical and risk management perspectives in the use of the South Australian Government’s data assets.

The State Social Data Asset Committee (SSDAC)

The State Social Data Asset Committee will provide oversight in alignment with the ‘trusted access principles’ contained in the Public Sector (Data Sharing) Act 2016 (SA), for the appropriate use of social data assets to support government decision making.

Matters that should be bought before the State Social Data Asset Committee (SSDAC) include:

  • Multi-agency data sharing initiatives that involve the sharing of unit record identifiable data.
  • Multi-agency sharing with another jurisdiction or relevant entity that involves the sharing of unit record identifiable and deidentified data.
  • Project proposals seeking to utilise the State Social Data Asset for service delivery, operations or research.

The Committee will be the point of reference for those agencies that may use the state’s social data assets for various purposes, programs, projects and initiatives.

Users of the social data assets will need to comply with established principles captured in the Public Sector (Data Sharing) Act 2016 and the relevant data sharing agreement when using this data.

Agency to agency or agency to relevant entity data sharing arrangements do not need to be sent to the SSDAC unless agencies are:

  • Explicitly seeking guidance on a complex data sharing matter, or
  • Seeking to bring to the committee’s attention barriers to sharing.

The State Economic Data Asset Committee (SEDAC)

The purpose of the State Economic Data Asset Committee (SEDAC) is to provide strategic oversight of the South Australian Government’s economic data assets (including the linked administrative dataset known as the South Australian Business Research Environment, SABRE).

The Committee will provide this oversight in alignment with the ‘trusted access principles’ contained in the Public Sector (Data Sharing) Act 2016 (SA), for the appropriate use of economic data assets to support government decision making and for specific multi-agency data-driven projects and initiatives.

The Committee aims to support better use of data:

  • for development of economic policy
  • the evaluation of economic impacts of government-funded programs and services, and
  • the publication of data insights to attract business investment and migration to South Australia.

Users of the economic data assets will need to comply with established principles captured in the Public Sector (Data Sharing) Act 2016 and the relevant data sharing agreement when using this data.

The Environment and Emergency Management Data Asset Committee (EEMDAC)

The purpose of the Environment and Emergency Management Data Asset Committee (EEMDAC) is to ensure that all emergency management agencies have the systems, processes, and collaborative mechanisms in place to share and utilise actionable, relevant, and timely intelligence to inform the actions of subject matter experts.

The Committee is responsible for developing agreed standards and policies and providing a focal point for interjurisdictional data and information sharing and collaboration. It explores collaboration opportunities across government and industry to support innovative initiatives that keep the emergency sector on the forefront of technological advancement and supports domain experts to establish data standards specific to project scopes. The Committee shall operate to uphold the objects of the Emergency Management Act 2004 (SA), Fire and Emergency Services Act 2015 (SA) and Public Sector (Data Sharing) Act 2016 (SA).

All committees shall operate to uphold the objects of the Public Sector (Data Sharing) Act 2016.
