If a minister has declared a conflict of interest on a matter in Cabinet, their obligations in relation to the conflict extend to Executive Council as well. However, it’s important to note that the procedures for a conflict of interest for Executive Council are different to Cabinet.

Ministers who have declared a conflict of interest on an Executive Council item do not attend the related Executive Council meeting as items for the Governor in Executive Council are recommended by Executive Council as a collective rather than individual ministers.

Cabinet Office will contact ministerial offices prior to the Executive Council meeting if a minister has declared a conflict.
