In 2020, the majority of fees and charges that were previously set by regulations made by the Governor were transitioned over to being made by ministerial notice.

Cabinet approval is required for fee notices only when:

  • a new fee is being introduced
  • a fee is being removed
  • fees are being increased above the approved indexation rate.

All other notices can be made by the Minister without Cabinet approval.
